What differs between Belgium and Italy
Belgian employers operate under a highly granular sectoral framework (Commissions Paritaires) with their own pay scales, eco-vouchers, double holiday pay and end-of-year bonus. When posting to Italy, they meet a different reference: no Commission Paritaire but Italian sectoral CCNLs, a centralised pre-posting notification, and client joint liability that is particularly strict in construction.

The biggest sanction risk for Belgian posting employers is the incorrect identification of the Italian CCNL and the consequent underpayment versus the Italian sectoral minimum (€25–50 per worker per day, up to €150,000). For a construction job in Italy, the CCNL Edilizia applies — even where the Belgian firm runs under CP 124.

Posting masons, formwork carpenters, fitters or labourers to an Italian construction site falls under CCNL Edilizia, 7 levels (1° comune to 4° specializzato), mandatory contributions to the Cassa Edile, DURC compliance, stricter joint-liability regime (art. 29 D.Lgs. 276/2003).

For industrial assemblies or commissioning in Italy: CCNL Metalmeccanico Industria (Federmeccanico), 2021 grid (D2/D3/C3/C2/C1/B3/B2/B1/A1). Note: greenfield assemblies usually fall under CCNL Edilizia.

Holiday pay and end-of-year bonus — enveloppe comparison
The Belgian double holiday pay (≈ 92% of monthly gross) is a non-transposable specificity in the Italian system. The Italian enveloppe calculation considers instead the Italian 13th and 14th-month pay and CCNL holiday pay. Correct conversion is the most delicate step in the wage audit for Belgian employers.
