The CCNL Metalmeccanico Industria: Federmeccanico 2021 classification

The CCNL Metalmeccanico Industria is signed by Federmeccanico-Assistal with Fim-Cisl, Fiom-Cgil and Uilm-Uil. Since 5 February 2021 a new 9-level personnel classification is in force, replacing the previous category system. The new grid is structured in 4 roles (D, C, B, A) with internal levels:

For transnational posting of technicians from EU countries, the most common range is C1-C3 for specialised assemblers, site supervisors and commissioning engineers. For executive workers (welders, mechanical fitters, industrial electricians), the typical range is D2-D3. Correct mapping between the home-country pay system (German Tarifvertrag, French Convention Collective, Spanish Convenio Colectivo, Austrian Kollektivvertrag) and these levels is the key compliance factor.

Which CCNL applies? The crucial distinction between construction site and industrial site

Critical point: for posting technicians for assembly/installation in Italy, identifying the correct CCNL is the first compliance element — and the most frequent mistake. The principle: the CCNL of the sector in which the activity is actually performed in Italy applies, not the home-country sector or the contract's title.

The practical rule:

Assembly on a construction site (greenfield) → CCNL Edilizia

When the assembly takes place on a construction site (new factory under construction, public works, building under construction, new infrastructure), CCNL Edilizia applies. Even if the home company is in mechanical engineering, even if the worker is officially a welder or mechanical fitter, even if the machinery delivery is formally a "supply of goods". Consequence: registration with the locally-competent Cassa Edile, DURC, safety under D.Lgs. 81/2008 Title IV, reinforced joint-liability under art. 29 D.Lgs. 276/2003.

Installation/maintenance in an existing industrial site → CCNL Metalmeccanico Industria

When the activity is the installation or maintenance of machinery inside an already operating plant (production-line revamping, robot replacement on shop floor, plant commissioning at an existing facility), CCNL Metalmeccanico Industria applies. No Cassa Edile, no manpower-congruity DURC, but Federmeccanico 2021 classification, seniority steps, EDR (Distinct Pay Element), pro-rata 13th and 14th-month pay.

Borderline cases

Borderline cases require technical analysis: extension of an existing plant (construction or industrial?), new production line in an existing building but in a segregated work zone (may fall under the construction site's PSC), extraordinary maintenance with construction elements. INL practice and case law tend to favour the criterion of prevalence of construction/non-construction activity at the specific work location. Preliminary assessment is essential before the UNI Distacco UE notification: coding the wrong sector is the basis for the wage challenge.

Foreign pay system mapping to CCNL Metalmeccanico

Germany — IG Metall ERA-Tarifvertrag → levels C/B Metalmeccanico

The 14 ERA levels of the IG Metall Tarifvertrag map to the Italian system based on the technical competencies required. Qualified welder: typically D3-C1. Experienced mechanical fitter: C1-C2. Commissioning technician: C2-C3. Assembly site supervisor: C3-B1. German pay is generally higher: the enveloppe principle rarely requires top-up for the German employer, but the check must also cover the Italian premium pay rates for overtime, night and public-holiday work, which remain mandatory.

France — CCN Métallurgie → levels D/C Metalmeccanico

The new unified CCN Métallurgie 2024 provides 18 classes (A1 to I3) corresponding to pay coefficients. French A-C classes broadly correspond to Italian D2-C2; D-F classes to C2-B1; G-I classes to B2-A1. French indemnités de panier and small-displacement allowances are not deductible from the Italian minimum (they are expenses incurred for the posting).

Austria — Kollektivvertrag Metallindustrie / Metallgewerbe → levels C/B Metalmeccanico

The Austrian Beschäftigungsgruppen (M, F, G, H, I, J in the Metallindustrie KV) map to Italian levels similarly to the German system. Austrian Sonderzahlung (13th and 14th-month pay) functionally corresponds to the additional months provided by the Italian CCNL Metalmeccanico. For total remuneration the comparison is usually favourable to the Austrian employer.

Components of Italian metalmeccanico pay

Italian CCNL Metalmeccanico Industria pay is composed of: minimum wage table per level, IPO (Organisational Position Allowance) where applicable, EDR (Distinct Pay Element, € 10.33/month from a historical agreement), seniority steps (5 steps, biennial), overtime premiums (15-50% depending on the schedule), night-work premiums (25-50%), public-holiday and Sunday premiums, on-call allowance where applicable, performance bonus (at company level). 13th and 14th-month pay (in some territorial realities) on a monthly pro-rata basis.
